Taylor Kubicek has a plan to convert his house on the northwest corner of Daugherty and Jefferson streets into a small art center and coffee shop.
The Webb City Zoning and Planning Commission on Monday complimented Kubicek on his presentation and voted unanimously to recommend that the City Council allow his plan by approving a special use permit.
City Attorney Troy Salchow said he would have the council bill prepared for first reading when the council meets at 5:30 Monday. Two readings will be required for it to become an ordinance.
There is no parking on the lot, but Frisco Church is across the street, and Kubicek said he has received permission for his customers to park on church property.
In fact, his hours of operation include 10 a.m. to 5 p.m. on Sundays, and he said he hopes to serve coffee to some of the church crowd.
Kubicek told the commission that he is an established professional fine artist and former board member of the Spiva Center for the Arts.
He said he intends to showcase the works of local and regional artists and become a “positive educational resource.” His private studio will also be in his house.
He said he might occasionally host evening events that will not contradict his focus on being a good neighbor.
