A Webb City man is charged with threatening to shoot everyone in the Webb City Cafe on Sunday afternoon, although no gun was displayed.
Caleb C. Roland, of 409 N. Webb St., Webb City, was charged in Jasper County Circuit Court on Tuesday with making a terrorist threat-2nd degree, resisting arrest for a felony and domestic assault-4th degree.
According to the statement of probable cause filed by the Webb City Police Department, an officer was dispatched at 12:46 p.m. Sunday because of a disturbance at the cafe, located at 21 S. Main St.
The officer reported that he was told Roland had harassed his ex-girlfriend and threatened to shoot everyone inside the restaurant.
Roland allegedly ran away from the officer and got into the passenger side of a white Nissan truck, which was driven away.
The reporting officer wrote that a witness quoted Roland as saying he was going to shoot the victim and everyone else inside the restaurant.
It was also reported that the witness stated Roland said multiple times that he had a gun and he would use it, but Roland never displayed a gun.
The officer stated he had obtained text messages from Roland stating something was going to happen to his ex-girlfriend, and other people were going to get hurt.
Police Chief Don Melton reports that Joplin police took Roland into custody on Monday after a multi-vehicle chase. He was caught after a foot chase.
Joplin police initiated the chase because of the white Nissan truck’s alleged involvement in a felony assault at the Oxford Apartments.
Bond is set at $5,000 for the Webb City charges.

11:48 – Officers were dispatched to the intersection of Madison and 12th streets for a reported injury crash.
19:42 – An officer was on patrol near Ball Street and MacArthur Drive when he observed a black Chevy whose driver had possible warrants. One male was taken into custody for Joplin City warrants.
23:09 – An officer was on patrol near Wellington Drive and Zora Street when he observed a black Honda van with defective equipment. A traffic stop was initiated, during which one male was taken into custody for Webb City warrants.
Saturday, July 4
08:27 – I was dispatched to the station in reference to a found wallet. The reporting person stated she found the wallet in King Jack Park near Dawson Drive and Pennsylvania Street.
17:03 – An officer observed a vehicle with a partially missing temporary tag. A 46-year-old male was arrested for warrants.
21:36 – Officers responded to 660 E. Daugherty St. for an intoxicated-subject call. One male was arrested for DWI-zero tolerance.
Sunday, July 5
12:56 – I was contacted at the station in reference to found property. The reporting person advised someone lost a potentially valuable item in the collection baskets during the Little League Softball boot block at Madison Street and Broadway.
12:36 – Officers were dispatched to Madison and 14th streets for a motor vehicle crash.
16:38 – Officers were dispatched to Atwoods, 220 S. East St., for a reported theft. A 43-year-old female was cited for shoplifting.
17:11 – A report was taken for a fraud that occurred at the Pyro Penny fireworks stand, 923 W. Fourth St.
18:43 – Officers were dispatched to Walmart in reference to a possible shoplifting occurring in the store. A 19-year-old female along, with a 23-year-old male were cited for stealing/shoplifting.
21:55 – Officers responded to a department assist requested by Jasper County at Seventh and Madison streets. Charges were submitted to the Jasper County Prosecuting Attorney for leaving the scene of an accident, failure to maintain right half of roadway, and no proof of insurance.
08:49 – Officers were dispatched to 2316 S. Hall St. for a reported crash.
Monday, July 6
11:28 – An officer responded to Prairie Flower Road and MacArthur Drive in reference to a motor vehicle collision.
12:38 – Officers were dispatched to Fifth and Madison streets in reference to a two-vehicle motor vehicle crash.
Tuesday, July 7
03:10 – Officers were dispatched to White Oak Station, 411 S. Madison St., in reference to suspicious activity. As a result, officers located a stolen vehicle from Crawford County, Kansas.
10:32 – Officers were dispatched to Caseys, 337 S. Main St., in reference to a male consuming alcoholic beverages in a white Ram 2500. The vehicle was located and a 49-year-old male was arrested for driving while intoxicated.
11:24 – An officer was dispatched to a walk-in report at WCPD in reference to a threats call. The threats occurred at 4521 E. Zora St.
21:41 – An officer was dispatched to 502 N. Elliott St in reference to a leaving the scene motor vehicle accident. One male was taken into custody for driving while intoxicated, driving while revoked, leaving the scene of a motor vehicle accident, and open container.
22:46 – An officer conducted a traffic stop at Madison Street and Fountain Road for an equipment violation. An 18-year-old female was arrested for DWI.
Wednesday, July 8
06:58 – Officers were dispatched to 217 S. Tom St. for property damage.
13:20 – Officers were dispatched to 910 W. First St. for theft of property.
13:47 – Officers were dispatched to 501 S. Madison St., suite S, for a fraud that occurred on June 27.
17:23 – An officer conducted a traffic stop at 1525 S. Madison St. for no license plate. A 22-year-old male was taken into custody for driving while suspended.
17:40 – Officers responded to WTI, 1715 N. Range Line Road, for an accident involving a motor vehicle and a motorcycle.
Tuesday, July 9
10:05 – Officers received a call for service at Walmart in reference to a male who was shoplifting merchandise. Dispatch advised the male left the area last seen traveling south on Madison Street on a blue bicycle. The male was located at 15th and Oronogo streets, and arrested for shoplifting.
11:34 – Officers were dispatched to 709 S. Madison St. for an animal complaint. A 27-year-old female was cited for animal at large and animal cruelty.
14:13 – Officers were dispatched to WCPD for a subject turning themselves in for active Newton County Warrants. The 55-year-old male was taken into custody.
14:14 – I was contacted at 211 W. Broadway, in reference to property damage at 21 S. Webb St. A report was taken.
18:38 – Officers were dispatched to the 1600 block of S. College St. for juvenile offenses.
Friday, July 10
11:00 – Dispatch advised a female that I had spoken with on May 21 who had decided she wanted to press charges for assault that occurred at 705 W. Fourth St.
12:13 – I was dispatched to 213 W. Austin St. for an assault report.
16:07 – I was dispatched to check a well-being in the 1400 block of S. Jefferson St., where two kids were running into the road and almost being hit by a car.
20:47 – Officers were dispatched to 717 N. Campbell St. in reference to a possible harassment. A 70-year-old male was arrested for domestic assault.
Saturday, July 11
10:43 – I was dispatched to Walmart to write a trespass report.
14:30 – An officer was dispatched to 618 N. Webb St. in reference to suspicious activity that took place on July 8 and 10.
22:14 – An officer conducted a traffic stop at the intersection of Madison Street and Fountain Road. A 42-year-old male was taken into custody for possession of drug paraphernalia, possession of a controlled substance and a report was taken.
