A fancy flea market and boutique are planned to replace the Spike’s Tool and Die shop at 220 N. Madison St., pending rezoning.
Duane Melugin, of DRM Industries, told the Webb City Planning and Zoning Commission on Monday that the machine shop started by his father has been in the metal building in question since 1967. He also owns a parking lot across Madison Street.
There’s a buyer for the building – once it is zoned correctly.
The 22,500-square-foot structure is still zoned for industrial use, despite the fact that it houses three apartments and a beauty salon, in addition to the machine shop that Melugin said he is shutting down.
The public works department has received plans calling for the building to be renovated for a mix of apartments and retail space. Plans show an Elliott & Dane Trading Co. flea market, Cardinal Corner Boutique and Envy Hair Salon.
A booth map is posted online, with an opening date set for Oct. 24.
The solution, arrived at by city staff, is to rezone the building as R-3 for multi-family housing. Then issue a special use permit for the planned retail space.
The commission voted to send both the rezoning request and special use permit application to the City Council.
Also during the Monday meeting, the commission sent to council a request by Matt Johnson, of North Star Ventures, to rezone a 1.25-acre triangle-shaped piece of property at 1206 Fountain Road from R-1 single-family to R-3 multifamily.
He said he plans to build a new apartment complex on the property, which is south of a large apartment complex and north of Mt. Hope Cemetery.
The commission is also advancing to council Terry Quarles’ request to rezone 214 E. Broadway from industrial to commercial. He plans to renovate two buildings on the southwest corner of Broadway and Hall Street for retail, a restaurant and apartments. A council bill to vacate the alley to the south of the buildings is up for second reading by the council on Monday.
