Construction is underway on the sidewalk that will extend north from the roundabout up East Street and then toward downtown on Daugherty Street.
The first concrete is being formed by hand on Daugherty Street by a subcontractor. After the holidays, the contractor, Emery Sapp & Sons, will bring in machinery to lay the concrete on East Street.
The Missouri Department of Transportation agreed nearly two years ago, in February 2023, to provide a grant for the project, officially known as the Centennial Retail and Transportation District Sidewalk Improvements Project.
MoDOT agreed to pay a maximum of $444,974 under that agreement.
The project was put out for bid in February 2024.
And on June 23, 2025, the City Council finally approved the contract with Emery Sapp & Sons at a cost of $598,797.
City Administrator Carl Francis has acknowledged frustration with the delays but says the project will benefit the development on East Street and East Daugherty Street.
